Not to talk against myself, but if your host is limiting the time length of your CGI processes, then you should change to another hosting service. It would be much-much cheaper, than to develop a Staggered feature for you...

If you still want me to do the Staggered feature, then PM me, so we can discuss the details.

But as mentioned, the cheapest way would be to change to another hosting service, which has Telnet-SSH support, so you can build your site without timeout problem...
