Can admin only fields be added to all records? What I mean by this is when a record is added by a user can there be fields attached to that record that only the admin can modify?

Yes. Set the initial value by default and make the fields hidden unless the user had admin permissions. You can do that either by manually defining the fields in html_record_form or by setting the field length to -2.
