Is it possible to keep a 'black list', of email-addresses, whitch the admin pushed out off the dbase.pass, that when someone will make a new account, the script will check first, whether that adress is on that 'black list', and if, then ignore the making of that new account with a error rule??

I suppose it's possible, but another way to do it is just to change the password for the user and not tell him. Unless you have password lookup installed.
The trouble with having an email "black list" is that it's so easy to get another email address -- yahoo, hotmail, juno -- there's a whole bunch of free ones. If a user wants to cause trouble, there's not much you can do about it, I'm afraid.
