I want to be able to let people submit an entry to a database and only they can come back later to edit it with a pword can dbman do this??????

Yes if you mean this. The people can come and register a login. Than the can add something to the database. The also can edit/delete their OWN data only.
to do this you need to set auth section... See default.config
