First off, how does a new user signup? Is there a tag at the end of the db.cgi?new or what?

Second, I have cleaned up the some of the html.pl file and fixed a few TABLE problems. If anyone is interested let me know. I would be happy to e-mail it to you.

There are some 'colspan=2' tags and more that were not correct. Plus, I hope to finish the HTML code in the html.pl soon.
