I'm about to start a web site based on a database and need to know if a DBMan basic text database can be converted to the SQL database in the event the site and db get larger. Thanks!

This may be better answered in the SQL forum, but I would think that the database would remain the same and only the formatting of your html.pl file would differ.

Actually...the db.cgi is also structured differently using DBI and strict...and yes...you can upload your default.db into the tables you create. DBMAN SQL includes a very nice upload and set-up script.
