So I configured my program, including paths to my folders and database files. I used SSI to insert it to my page and when my page loads i get the the log in screen in my web page. But when I go to log in, i get an error screen, and the url at the top of this page is http://penguin/alex/dbman/db.cgi. I configured every file I can find and I coudln't find the string that is that address in any files?! I can't link you to the site becuase it is an internal web site where I work. I am running Apache and Perl on window XP (sucks to be me). Please Help. THanks.

You would also need to include the name of the database file within your path such as:
http://penguin/alex/dbman/db.cgi?db=default
Hope this helps

Yeah but http://penguin/alex isn't the path to my database, or the path to anything, i don't even know where it comes from. Its not even a real address.

Perhaps you could post the portion of your .cfg file here so we could see how you paths are setup.
Post the section for # File and URL's, as this is where the login screen would be getting the URL for the script to run.
