Is there any to limit the amount of records a user can have in the data base. Say you set the limit for 5 and the user puts 5 records online. He then would not be able to add anymore until he removed some OR the admin increased his quota? Could this be done with a quota field??

I suppose it could be. Another way would be to do a search for the user's records every time he adds a new record. If the record is his fifth record, his permissions would change -- no more permission to add. Admin could change it by giving add permission back by way of the admin display. You'd also probably want to give add permission back if he deleted one of his records.
