If you are in a position where you can't understand the read me I'd really recommend hiring an installer. They should be able to get the job done quickly with no hair ripping on your part :)

A couple I'd recommend are agriya and webarchitects.

I just wanted to evaluate dbman so I downloaded it. I think you only have to change the one variable in default.cfg pointing to the location of the db.cgi and it should run ( you may need to edit the path to the perl program ).
I created a folder under my cgi-bin folder called - dbman. under that I created the auth folder ( as I recall, the info on the auth folder may have been a little sparse. ).
I copied all the files to the dbman folder ( auth folder is empty but you should copy the index.html file to it ). set all the permissions as noted in the readme.
in your browser just type http://www.yoursite.com/cgi-bin/dbman/db.cgi (or whatever).

There is a tutorial for DBMan on JPDeni's website http://jpdeni.com/dbman/
The cgi-bin would be on your server (read instructions provided by your host provider) You would then use an FTP program to upload your files to the server.

were you the one who typed "...i've alway's been good at this stuff?"
the cgi-bin folder is on your web host's computer. you will need to ask him the path to it. some hosts put it on the same level with your public_html folder and some put it underneath the public_html folder. You should be able to use the website manager to navigate to this folder.
as for uploading the files, you should be able to use the website manager to create the folders and upload the files. If not, you can use an FTP program.

Is your server a UNIX or Windows server. The settings for the script are different for each type of server. The default being for UNIX servers.
