A new user signs up. His default rights have been set to Read (view) only. So I log in as admin with my admin account, and change his rights to include add/delete/modify. When I press 'update user', a new password gets generated, wiping out the password he used.

And any time I change something with a user, his password gets changed.

Why?

The password isn't changed. It is encrypted. What you see on the admin page is the encrypted version of the password.
