DBMan is set up to use perl. Does it work just as well with PHP and roughly how long would it take me to convert to PHP.

Hi,
DBMan SQL is indeed written in perl, not just setup to use perl.
It contains no PHP code and it would take many months to convert DBMan SQL into PHP.
From a user's perspective though, you could build a site on DBMan SQL without ever having to read any perl code, there is a web interface for you to work from, the admin panel has pretty much every function available to you. I am unclear as to the reasons behind your asking for PHP compatibility, please feel free to clarify your position.
