I had some problems and had to re-install the files again, mostly out of frustration.
The mail used to get sent when validating, I know because I was entering my mail address. Now I don't receive any mail as the Admin nor does the program send any to the user when validating is complete.

I did not edit linkscfg so nothing was changed there and I verified links.cfg settings again and here they are:
