Does anyone know if it is possable to allow people to add suggested categories?

currently no.
You would need to add a field to the database to accept a category name, then have that category dumped into a holding file where the admin would have to go through and create it. Or, modify Links to go through the newly added links and if the category doesn't exist, interface with the creation process used by Check Dup.
