I have setup a htpasswd file to password protect my admin page. I can get into the admin page by entering my user name and password. When I try to do any of the build, modify, etc functions it keeps asking me for my password. After about 3 times it finally accepts my password. Is this because of the admin page being frames. How can I fix this?

No...Netscape does this every once in awhile. Are you using Netscape?

No, I should have told you I'm using IE 5.0

Make sure that you only have the .htpasswd and .htaccess files in your /admin/ directory, and not in the sub-directories of the /admin/ directory.

Yes, the htpasswd and htaccess files are in my admin directory. This problem is a huge nuisance.

Then it must be something wrong with the configurations in MIE 5.0. Refer to the Help Files regarding Security.
