I can't edit, create file, make directory

I can't edit, create file, make directory
Rename and delete works, but edit option and make new directory or upload files or new file does not work.
I did set permission for the directory 777
What can I do more ?
I do have CGIwrap on my server is this a problem ?

Can you please cut and paste the error messages that you get? That would help a lot. You said that you have CGIWrap on your server, but are you actually using it at all? You have to invoke it somehow.
