URL in email template displays incorrectly

URL in email template displays incorrectly
I have a custom template / page ( my_contactform.html ) in LinksSQL for users to contact us via web form ( to stop bots harvesting email addresses). In user_validate.eml I have a link to that page that reads:

Should you have any problems, please contact the site administrator at
http://www.mysite.com/cgi-bin/glinks/page.cgi?p=my_contactform

but when the email is received the URL reads:

Should you have any problems, please contact the site administrator at
http://www.mysite.com/cgi-bin/glinks/page.cgi?p=3Dmy_contactform

This obviously returns a 404. Why is it inserting 3D into the URL?

That is the way ='s are encoded with quoted printable encoded e-mails. If you forward me the original e-mail as an attachment, I can see if the e-mail is correctly formed.

I just registered a username and the URL in the confirmation e-mail was OK.

I then registered a username to a nonexistant e-mail address which returned a "mail delivery failed" e-mail. This e-mail contained the URL error so as far as I'm concerned we can just ignore it.
