If I create a user through the community admin I am unable to delete them. If I create a user through the community signup page I am unable to delete them.

If i import a user from gmail I can delete them. Is there a simple reason that I would not be able to delete a user created by community?

No error. Page just reloads without deleting the user... says: 0 user(s) was deleted successfully!

I am selecting the checkboxes.
