I cant run Script for this error

(offline mode: enter name=value pairs on standard input)

the error is on line 68 for this sentence :
my $in = new CGI;

Can you help me please?

The script must be executed via your web browser (HTTP) not telnet (SHELL).

This is a debug mode from CGI.pm module. Hit CTRL-D if you are on unix or linux, and CTRL-Z if you are on Windows.
