Think I've missed something

Think I've missed something
A naive question from a naive user. I can't access the cgi file from the browser. Should I be trying to access the file directly or should it be integrated into an html file?

Hmmm a little more info needed please.

Why can't you access it?....
What errors do you get?.....
Which URL are you trying to access?....
What does your error log say?....
Have you configure the script properly?....
Do you have mysql setup properly?...

Here's the error:
Forbidden
You don't have permission to access /mysql.cgi on this server. Apache/1.3.19 Server at http://209.149.233.137/ Port 80

As for configuration, I'm fairly certain I have it setup properly but am verifying.

You can definitely execute cgi scripts in that directory and there are no conflicting .htaccess files?

I've found no conflicting .htaccess file on my system (hope thats a good thing) and the cgi file resides in the web server's (Apache) cgi-bin directory. Thinking about this problem, I must still have a configuration problem either with Mysql, Apache or MySQLman. I'm going to run through it all again. Thanks so much!

Your error log should contain something.
