The following changes was needed in your nph-build.cgi:

$TEMPLATE = $in->param('troot') || 'english';
and
$TEMPLATE = $in->param('troot') || 'spanish';
You wanted 2 separate files, 1 for English, 1 for Spanish.
So I created nph-build_english.cgi and nph-build_spanish.cgi for you.
I uploaded both to your FTP, near the original one.

It's your task to try them out.
You can execute them from Telnet/SSH using nph-build_english.cgi or nph-build_spanish.cgi filenames.
Try out them, and let me know how they works.
These should work as you wanted.
