I finally fixed paths and such to overcome the various error messages; but all I can get it to display when I visit the mysqlman.cgi file via my browser is the text of the html file itself, as though the whole thing were wrapped in <PRE> tags. When I select all and create a local file out of it on my local machine, it will display as an html file, but not online.
What dumb little thing am I forgetting to do?

Possibly a problem with your MIME type settings in your virtual server?

You might also verify that you *can* run cgi scripts. Does the web server has a ScriptAlias and AddHandler pair in the httpd.conf (apache) file that properly maps CGI-BIN scripts?

I do SO much stuff on the net that some of the solutions all run together but I seem to recall having this problem and *maybe* this was the cure...
